for nitro engine....use when starting up the engine, maintain a higher throttle opening for easier start up.

I think for heli is it is to increase the rpm of engine to enter stunt mode for 3D and aerobatic ,etc.

Correct me if I am wrong.

I set the ide up to -ve 50% for my ep heli. Then I can watch the pitch change without the motor run. (As a safe lock)
