Searched but seem there are many different meanings, any ching can point me to the right direction?

"Stock Spec" is a term used by LRP (ESC maker) to describe one of their new ESCs.  It means the ESC is dedicated to "stock" motor (usually 11.5R or slower) racing.  One of the main features is 'dynamic' timing advance, which will gives the car a turbo function when the rpm of the motor is high.

But then I have a question.... seem the reason to have "stock race" is to limit the speed. But people can use turbo to make their car almost as fast as "modified" class.... so what is the point?

You've highlighted the paradox.  The objective of racing is to go as fast as you can within the rules and some genius designed this advanced timing technology to push the limit.  And of course this genius design must be aided by the advancing LiPo technology which offered higher battery capacity to support the extra current needs of stock spec.

agree x2, and also need extra care to withstand the heat generated by advance timing.
That's why it is called "stock mode" in ESC, no longer fulfil the purpose of stock spec

It's fun, quoted from the pdf:
"For a standard 11.5T STOCK motor, powered by 2S Lipo battery, when the ESC applies the maximum timing to the motor, it runs at an incredible speed more than 110000 RPM, which is much close to the speed of a MODIFIED motor (While using traditional technology, such a 11.5T STOCK motor only runs at about 26000RPM)."
