why not go for megapower or hyperion?

Yes, Megapower LCB-12S can balance charge (with megapower chargers) or can be used standalone as a balance discharger.  I have one and it costs around $400 at x高

Yes, now i use for turbo35. VERY GOOD. CAN SUPPORT 12A CHARGE but need to change higher fuse(20A).
