What seems to be the problem?

Here is my charger, discharger, and new EPIC battery pack.  I know they are not the top or expensive kind, but shouldn't be toooo bad.  

Always feel not enough power, no punch, short run time.....

What seems to be the problem?

Here is what I found.  My 3800 and 3300 battery will stop at 2800 charge.  I also found that after the discharger stopped, it still has quite a lot of power in the battery.  I don't have a meter, so I don't know how much.  I connected a 12v light bulb to discharge the rest, and then charge again, and then now the 3800 can charge to 4300 and the 3300 can go to 3600.  

I thought we shouldn't discharge too much?  0.9 x 6 should stop?  5.4v cut off?  But what I found is the discharger didn't discharge low enough
