On my B4 (same gearbox as t4), I can fit 27T Pinion with 78T Spur (with a 13T motor). BUT T4 is a bigger car, so its better to use bigger Spur + smaller pinion.
If you cannot find 20T pinion, try to buy 18T or 19T.
With a 9T motor, the combo of 87Spur/20Tpinion should be pretty fast already.
