However, you cannot find other chargers at this price which can be adjusted voltage cut-off. If you use it to charge A123 at 10A, you can charge 14 cells (53V/3.6V) in series with Power supply 12V, 12A.

On my opinion, use 2S A123 with a powerful motor and proper teeth ratio, you can get the same speed or even better performance when compared to 2S Li-Po. The advantage of A123 outrages the disadvantage in my point of view .
Can the thin wire of balancer withstand 10A current? Probably it will melt
Thin wires are just used to discharge very very slowly. The balancer has a pair of normal thick wire for charging. The balancer is actually a slow discharging device.
