External balancer is expensive because it can balance from 6S to 12S. But most onroad cars only need 2S/3S, so from $ stand point, a charger with built-on balancer is cheaper.
I recommend you to buy the same brand charger/balancer if you are going to balance charge. For 10A chargers+balancer, you can consider brands like Hyperion or MegaPower.
Also for Lipo, its quite dangerous to charge at 10A. 10A is usually for A123.
