For the original tamiya philip type screw is softer than titanium screw for sure. If you ever try to saw a titanium screw, you would know how hard it is!!!

Of course I am not talking about Tamiya screws. I have been using titanium screws for years. Except its light weight, sometimes I am quite annoyed about its soft head. For high quality steel screws, I am afraid that they are better than Ti.
Yes, some Ti screw are very soft. Ti screw are prettier.
Actually, I prefer cheap iron Philips head screw. They work better and faster with a cheap magnetic Philips screw driver. Hex screw are better in other area, such as in the chassis bottom or where you need a ball hex screw driver.
