One way is better for experienced driver. (for example in high speed high traction track, like those japanese track in their national race)
Front one way and differential require different driving style. Front differential is more suitable for most beginner's driving style. (heavy acceration, heavy break)
Which is faster depends on the track and the driver style. Sometimes the front differential is faster, sometimes front one way is faster, or front solid axle is faster.

If budget allow, try the one way and you'll know the difference.
As mentioned by Bro RSX, front one-way is expensive and difficult to mask with the technique to drive with it. Front one-way has been shown to suit with big tracks and tracks with good traction so you don't have to brake that much. Running your car at the tracks in HK will require lots of brakes and hard acceleration if you are a beginner. So that's why, people are advicing you to go for a solid axile or front diff. They make the car having better handling at your level.
I guess the high speed of 4.5R makes it difficult to handle well. If you just run your car at straight, no corners, 3.5R should be the choice instead of 4.5R. I think for the beginner, it will take a bit of time to get use to the character of 4.5R and everybody can enjoy the brushless power.

Can the 4.5R set be tuned to a lower speed ? (or make use of the transmiter setting to limit the maximum speed).

I think it is better to make use of the 4.5R set than buy another set of ESC and motor, just for starting out.
It is good to buy one set of ESC and motor which you can continue use after your skill improve. In the long run, it saves money.
