for a faster motor (with smaller T-value) a higher grade of ESC is needed to provide more power and mc330 seems to be suitable for most motors.
I'm using mc230 on 23T tz and it runs ok, and there is no need for extra power -- just plug in the battery pack and you are good to go. mc230 costs 2xx.
a typical motor uses brush contacting the axis of the motor to provide needed electrical power, but brush will wear out and you need to replace. There is now a newer and better brushless version. Haven't tried that but you can search for posts of it I suppose.
and 23T motor is a motor with 23 turns. there are tz, rz and bz types:

Welcome.
I'm not very sure what is a good one but I guess you can search for suggestions in this forum. Anyway, what I can do is to tell you what I'm using:
Battery pack: Intellect 4200 ($29X)
Charger: BOL ($22X)
For the BOL charger, I just know that for the $2XX price range you can have at least 2 choices: one is larger with 放電 function, the other doesn't but is more compact. Both can charge various type and mah batteries.
As you can see it's around 550 for the entire set. So for 1K budget you can consider buying 2-3 battery packs or a better charger I suppose.
