    TAMIYA DF03 EG: DARK IMPACT

One of the key elements for new comers is spare parts, Tamiya parts are very easy to get.  DB-01, DF-03 are good choice.  Both 4wd.
Another element is to get a buggy that does not break easy, I would recommend Assoicated.  For your price range, you can consider B4 (2wd).
