No. Toe in / out you need to change ECCENTRIC BUSHINGS. Please see manual P.14.

No. c hub 4度 is caster angle. Not Toe in / out angle

What is droop, ride height, caster, camber ,toe in/out first. It's very good to understand how to setup your touring car from beginning.
For JV settting, I think nobody can answer your question actually. Different drive style have different setup. Here is T4 15/16/17 for you reference.
Front Toe in -> 1 or 1.5
Front Camber -> 1.5 or 2.0 ( use different tires have different camber angle )
Droop front 5.0 / Rear 4.0
Ride Height -> Front 5 / Rear 5.2
Rear Toe Out -> 2.5 / 3.0
Rear Camber -> 1.5 or 2.0 ( same as Front camber )
Front roll-bar 1.3 / Rear 1.3
Shock Oil - 450cst
Spring -> 2.7 /2.7 which I run Mod 4.5T
