and I dunno about ICE charger
maybe your cycle function has setting on top mAh and min mAh (I think my Muchmore has this function)
maybe try to manually discharge, and charge with lower A(say 1A) and let it charge a whole day and see
and your question about the extra 600mAh, there is a chance that it wasnt even charged into the batteries and became heat
there is also a chance that these batteries are already half dead cos of improper storage...(humidity, low voltage, left too long and didnt get charged... too many reasons)
